Riverside honors finance and clerk, approves IT contractor and manager‑search firm

Riverside City Council opened its June 15 meeting with two recognitions and several unanimous resolutions.
Mayor Williams and staff congratulated Finance Director Larry Hartlo and his team after the Government Finance Officers Association awarded Riverside for its budget book, a tool staff said improves transparency. Clerk Katie Llewellyn received a Program Excellence in Governance Award (PEGA) from the International Institute of Municipal Clerks for creating and running a Citizens Academy to boost resident engagement.
On business items, the council adopted resolution 26‑R3099 to transition IT services to Pro Stratus (35‑month contract). Staff said the new vendor’s top priority will be cybersecurity compliance with state law (House Bill 96) and that cyber work is already underway. Council also adopted a resolution supporting ODOT’s 2027 State Route 4 mill‑and‑fill resurfacing project, which is 100% ODOT‑funded and estimated at $5.587 million.
In executive session, council considered the city manager recruitment and then voted to authorize a contract with Management Advisory Group (MAG) to perform the city manager search; a clerical correction clarified the vendor initials after the first post‑session motion. Council also approved routine resolutions including membership on a regional Energy EID board and several budget transfers and corrections.
What’s next: The IT resolution will be followed by vendor onboarding and cybersecurity implementation; the MAG contract initiates a search process for a permanent city manager. Several resolutions and ordinance second readings are scheduled for upcoming meetings.
