Council confirms sale of two blighted properties, moves ahead with demolition quotes and nuisance enforcement

Pawnee City confirmed the sale of two collapsed properties and directed staff to solicit quotes for demolition and site clean-up while advancing abatement steps on other nuisance properties.
City Attorney Jennifer Stehlik-Ladman reported the deed and releases for 522 and 526 G Street have been signed and recorded and that buyer Mr. Raper paid half the title insurance and prorated 2025 taxes. Stehlik-Ladman said the title company requires a certified council resolution approving the sale before issuing a final policy; the council approved Resolution #18 confirming the sale.
The council directed staff to solicit Request for Quotes for demolition and site clean-up (quotes were emailed to Gyhra Construction, Clausen & Sons Dirt Work and Inline Construction with bids due by Sept. 19, 2025). Stehlik-Ladman said Mr. Raper may remove items from debris before the city begins clean-up but must sign a release of liability and remain off the site once demolition begins.
Separately, the council reviewed a final $6,000 counteroffer from Eileen Hines to purchase a 3,477-square-foot strip of land valued at $2,900; the council moved to decline Hines’ offer and discussed service-of-process challenges because Hines has previously refused personal service and may live out of state.
On nuisance-property enforcement, council directed staff to notify several owners and set an abatement timeline: Ramon (1129 G Street) was given until Sept. 22, 2025 to make progress or face an abatement hearing; abatement notices and personal service were discussed for other properties (including 1120 5th, 728 9th and 1145 G Street), and staff will continue to coordinate service and demolition-estimate collection.
