Atkinson council approves West Holt bus barn permit after drainage assurances

The Atkinson City Council on Aug. 26 approved a building permit for Hackel Construction to build a 72-foot by 132-foot by 18-foot pre-engineered metal bus barn for West Holt Public Schools at 1000 North Main Street.
City Attorney Michael Sholes told the council he had consulted with city engineering (Miller and Associates) and reviewed case law and city code; he said he does not believe the city would have liability if drainage from the new bus barn affected nearby properties. Sholes said the building permit meets the city code requirements for passage following engineering review.
Mr. Pistulka, superintendent at West Holt Schools, described the planned drainage measures: a retention pond on the south side of the bus barn with a berm to contain runoff and an 8-inch drainage pipe to limit release from the pond’s southwest corner. Pistulka said he believes the revised plan will manage water better than the prior condition and stated the school would be responsible for maintaining the retention pond and pipe; he invited nearby residents to contact him if they experienced problems.
Members of St. John’s Lutheran Church, located directly south of the proposed site, attended to ask questions about the drainage plan and potential effects on the church building. Utilities Supervisor Gary Thurlow said he had spoken with Lowell at the Nebraska Department of Roads about ending drainage at Highway 20 and reported that the State did not see a problem with the proposed arrangement.
Jerry Osborne moved and Scott Shane seconded approval of the permit. Roll-call voting was Ayes: Osborne, Shane, Krysl, Olson; Nay: Asher; Absent and not voting: Counts. The motion carried.
