Read said the site was historically used as a dump for Mason Station waste and that buried and partially buried materials, including asbestos-containing material, remain along the shoreline. He said the project would include construction of a cover system over identified impacted soils and embankment stabilization in areas that have not previously been stabilized. The application notes that part of the shoreline lies within FEMA Flood Insurance Zone AE.
The board voted 7-0-0 to find the application complete and 7-0-0 to accept the waiver requests. The board designated three members—Al Cohen, Tony Gatti and Deb Pooler—to attend a site walk scheduled for Friday, April 17, 2026, at 4 p.m., and set a public hearing on the application for Monday, April 27, 2026.
