Oregon City Board approves treasurer report, vehicle and contract actions and urgent Clay High roof repairs

The Oregon City Schools Board of Education approved a series of routine fiscal and operational actions on June 16, including acceptance of the treasurer’s report, several contracts and a declaration of urgent necessity for roof repairs at Clay High School.
Treasurer Mrs. Blaze presented the May 19, 2026 minutes and financial snapshot, saying interest revenue is up by about $600,000 year to date (roughly 85%) while overall revenue is "down 73%" in the current reporting period. She reported current cash on hand of about $17,980,000 (124 days) and noted a nearly $80,000 (22%) decrease in bus repair supply costs while overall expenses were up 6.35% year to date. The board voted to accept the treasurer’s report by roll call.
The board approved several motions by roll call during the meeting:
- Waived the convenience fee for parents using PaySchools for the 2026–27 school year, effective July 1, 2026.
- Authorized an engagement with Charles E. Harris & Associates Inc. for agreed‑upon procedures related to Medicaid reimbursement: FY25 at $2,800, FY26 at $3,000 and FY27 at $3,200.
- Approved transportation contracts for named families to transport students to non‑district schools for 2026–27 (parents and destinations were read into the record).
- Approved the fiscal‑year 2027 Northwest Virtual Academy (NOVA) services agreement.
- Adopted substitute‑teacher handbooks (drafts previously distributed) and approved an agreement with the Wood County Educational Service Center to serve students at local juvenile facilities at stated per‑diem rates ($88 per DM for JTC; $96 per DM for JRC).
- Adopted a Section 125 cafeteria benefits resolution for employee benefits administration.
- Accepted donations: $1,500 from Dylan Clemens to pay Clay High senior lunch balances; $10,000 from the McMaster Family Foundation (facilitated by the Oregon Schools Foundation) for Clay High career programming; and $100 to the Clay High athletic department in memory of Brenda Kiss Odyssey.
- Authorized disposal of surplus instructional materials (56 teacher manuals, 198 student packets, 49 supplementary items) and one snow plow.
Most notably, the board declared an urgent necessity and authorized a contract to repair and replace the roof at Clay High School; the motion carried by roll-call vote. No dollar amount for the roof contract was read into the public record during the meeting.
The board also approved a change in liability, auto and cyber insurance coverage from EPC Insurance Company to the Highland Ohio Schools Plan, effective July 1, 2026, at a quoted premium of $245,415. Board members recorded their votes by roll call on all motions; on the consent agenda vote one member (Wolf) registered an abstention.
Superintendent Dr. Fritz reported roughly $1.7 million in expenditure reductions this fiscal year and told the board the city plans to place a half‑mill levy on the November ballot. The board set a special meeting for June 23 and its regular July meeting for July 14 at 6:00 p.m.
The meeting adjourned following a roll‑call vote.
