Council discusses controlled burn, asbestos removal and cost-tracking for nuisance property at 1145 G Street

Pawnee City’s council discussed abatement plans for 1145 G Street on Nov. 10, including a proposed controlled burn to be used for fire-department training and related clearance and disposal requirements.
The city has contracted Environmental Inspection Services for asbestos removal at 1145 G Street (invoice listed in claims). City staff said the fire department prefers to burn structures in a pile for training purposes, but Jeff Edwards of the Nebraska Department of Environment and Energy (NDEE) advised that if structures are pushed into a pile before burning, all furniture, water heaters, toilets, bathtubs, furnaces and similar fixtures must be removed first. If structures remain standing, those items need not be removed before burning. The city indicated it would complete a NSHAP form and attach abatement documents to the permit before proceeding.
Council discussed recruiting volunteers to help clean the interior before the burn, requiring volunteers to sign waivers, and tracking all associated costs to compare the expense of a controlled burn versus formal demolition and landfill disposal. Foreman Spencer Cumley confirmed the sewer-plant site has fill dirt available to backfill the foundation hole and that leftover solids from the burn must go to a landfill.
Council did not take a formal vote to approve the burn on Nov. 10; it discussed procedural requirements, recordkeeping and safety steps that must be completed before any burn permit is issued.
