Kings County extends JDT Consultants contract to continue youth therapeutic behavioral services

Kings County supervisors voted on June 16 to approve a first amendment that extends an agreement with JDT Consultants Inc. to continue therapeutic behavioral services (TBS) and intensive home‑based services (IHBS) for children and youth through Dec. 31, 2026.

Brett Wong, deputy director of Kings County Behavioral Health, told the board the extension will maintain continuity of care while staff complete a recently finished request‑for‑proposal process. Wong cited California Welfare and Institutions Code Section 14184.420 and a California Department of Health Care Services notice (Behavioral Health Information Notice referenced in the board letter) as the statutory and regulatory context for TBS and IHBS eligibility and delivery.

Wong said approximately 30 clients were served in fiscal year 2024–25 at a total payment of about $281,725, and 15 clients had been served so far in fiscal year 2025–26 at a total of $188,697; combined program caseloads were described as roughly 186 clients annually. He told the board the agreement is a fee‑for‑service contract with a maximum budgetary total of $2,463,630 (broken down in the board presentation as $985,452 for FY24–25, $985,452 for FY25–26 and $492,726 for FY26–27). Wong said there is no impact on the county general fund for this agreement.

Board members asked where JDT is based and whether the provider recruits locally; Wong said JDT is Fresno‑based, field‑based in the Central Valley, and attempts to recruit local workers to serve regional clients. He also explained the referral pathway for TBS: clients are typically already open to specialty mental health services and a TBS referral is added when additional behavioral support in the home or school is needed.

A motion to approve the first amendment passed with the supervisors present voting in the affirmative.
