County approves construction contract for new landfill container site; Daniels County to supply gravel and roads

Daniels County commissioners voted July 15 to approve a construction agreement for a new landfill/container site after the contractor revised the bid to remove pit-run gravel and road construction from his scope.

Les, the contractor, presented an adjusted contract price of about $262,800 after deducting road and gravel line items. He said concrete, gates and fencing remained in the contract and that mobilization, insurance and bonding items reflected those deductions. "I deducted the mobilization out of my mobilization...that's why there's a new price," he told the board while showing the revised line-item attachments.

Commissioners approved the agreement and signed the three required documents so the contractor could proceed. The contract includes a start date of the meeting day and a 90-day contract term, with much of the contractor's active work expected within roughly 30 days of mobilization. The county clarified that Daniels County will provide pit-run gravel and construct the access roads, and the parties discussed scheduling to allow the contractor to pour footings, erect walls and complete gates and fencing by mid-August if weather and materials permit.

Payment timing, invoice submission procedures and progress-pay estimates were discussed; the contractor requested an invoice cutoff so he could be paid for work performed by the board's August payment cycle. The county indicated funds will be processed at the August meeting, and staff will provide copies of signed agreements and the notice to proceed for contractor records.

The contract award moves the project from design to construction; staff will coordinate gravel sourcing, hauling logistics and county road crew assistance to complete roadwork and prepare the site for final surfacing.
