Budget Review Committee re-elects Ron Schneider as chair, reviews FY26-27 budget proposal

The Budget Review Committee re-elected Ron Schneider as chair and approved Brian Toomey as vice chair during its Feb. 4 meeting, then received an overview of the town’s proposed FY26-27 budget from Town Manager Mike Pardue and Finance Director Jodie Sanborn.
Richard DeBold moved to elect Ron Schneider as chair and Dave MacKenzie seconded; the committee approved the motion, 7-0. Ron Schneider then moved to elect Brian Toomey as vice chair, Dave MacKenzie seconded, and that motion also passed, 7-0.
Finance Director Jodie Sanborn and Town Manager Mike Pardue presented the budget overview. The proposal would add a Public Works Facilities Assistant and a Fire Inspector, and convert a part-time before-and-after-school program supervisor and a recreation summer camp counselor to full-time positions, with the recreation positions paid from the Recreation Enterprise fund. The draft also includes 35 step increases for continuing employees and assumes a 12% increase in health insurance costs. Union contracts for the town’s four unions remain under negotiation, the presenters said.
Committee members were assigned as reviewers for departmental budget hearings and capital improvement program (CIP) items. Assignments announced included Richard DeBold for Assessing; Bill Wade (and an additional reviewer identified as Mark in the record) for Library; Richard DeBold and Bill Wade for Public Works and related CIP and staffing requests; Ron Schneider for Conservation and the Information Center; Brian Toomey and Mark for Code and Planning Enterprise; Adam Bloom-Paicopolos and Bob Mulcahy for Parks and Recreation and Recreation Enterprise staffing requests; Adam Bloom-Paicopolos and Dave MacKenzie for Harbor items; Bob Mulcahy and Richard DeBold for the Beach Enterprise (fire department portion) and Brian Toomey and Dave MacKenzie for the Beach Enterprise (police portion) and for IT, police, dispatch and the public safety facility.
Chair Schneider reminded the reviewers to limit departmental meetings to one hour and directed members to route requests for additional information through Vice Chair Brian Toomey. The chair said that during departmental reviews the assigned committee member will provide an overview and then the chair will “go around the table” to allow each member to ask questions.
The committee scheduled its next meeting for Feb. 11, 2026, at 5 p.m. Brian Toomey moved to adjourn; Richard DeBold seconded and the motion passed 7-0.
