- Notice of intent to issue certificates of obligation (up to $17,000,000): Council approved publishing a notice of intent to issue certificates of obligation for design, acquisition and construction related to public-safety facilities and associated infrastructure. Nick Boulash of Hilltop Securities, the city—s financial advisor, presented a financing overview and modeled a 20‑year repayment plan, noting projected assessed-valuation growth and recent favorable credit ratings. He said the issuance is structured so it is not expected to impact the city—s debt-service tax rate and modeled conservative interest assumptions (an estimated rate modeled at 4.65% for planning, with recent market estimates near 4.25%). Council approved publication of the notice; a final sale and pricing would return to council at a later date (anticipated Aug. 26) and Texas AG approval is required after sale.
- Lancaster Theater loan extension (hotel-occupancy-tax-funded loan): Council approved a resolution amending a hotel-occupancy-tax loan agreement with developer Ellen Clark to extend the deadline for renovation and conversion of the Lancaster Theater into a performance venue by six months, corrected in staff materials to reflect a new completion date of Jan. 1, 2025. The loan remains secured by a deed of trust and includes requirements for a grand opening and periodic operational reports; staff recommended approval and council adopted the resolution.
Other votes: Several consent agenda items (minutes, TxDOT aviation agreement, award of architectural services for Fire Station 4, and a water policy resolution) were approved in a single motion. Consent item 5 (animal-code amendments) was discussed separately and approved after staff explained changes that bring the ordinance into conformance with state law and add a "vicious animal" category; staff noted the spay/neuter condition will be triggered on repeat impoundment rather than multiple prior impoundments.
