Lancaster council adopts rules update, approves TMLIRP nomination and routine consent items

City Secretary read items C1–C11 on the consent agenda, including approval of minutes from a special meeting on Aug. 19 and several ordinances relating to supplemental services for multiple Public Improvement Districts. A council member moved to pull item 10 for separate consideration, the council approved the remaining consent items (1–9 and 11), and then later approved item 10 in a separate motion. During the public hearing on proposed amendments to council Rules and Procedures (Item 12), the city attorney's redlined changes were noted; no members of the public spoke and the council approved the resolution to adopt the rules.
