Pawnee City Council approves claims, hazard-mitigation plan, zoning appointment and several interlocal agreements

The Pawnee City Council handled routine city business and several administrative items at its Oct. 14 regular meeting, voting unanimously on a slate of claims, resolutions and agreements.
The meeting record shows approval of payroll and vendor claims (payroll $11,550.01 among other items) and several contract and maintenance payments, including a purchase of three radar signs for $9,696. Council approved Resolution #1 adopting the Nemaha Natural Resources District (NRD) Hazard Mitigation Plan and Resolution #2 (2025–26) authorizing the mayor to sign the Municipal Annual Certification of Program Compliance (which relies on the city’s street report and 1&6 year street plan).
The council also appointed Joe Norman as Pawnee City’s Zoning Administrator and Floodplains Manager; Mayor Charlie Hatfield made the recommendation, and council approved it unanimously. Other approvals included an interlocal agreement with the Village of DuBois for kenneling services for animal control, an MOU permitting remote activation of the city siren from dispatch, and a Special Designated Liquor License for the Little Brown Jug’s Nov. 7 fundraiser for the Pawnee City Ball Association.
On public-works and utility matters, Foreman Spencer Cumley reported that water-quality samples returned clean after a pressure loss (no further chlorination needed), while the sewer plant’s effluent flow meter and a recently installed jet pump were experiencing failures; Cumley provided a quote of $2,879.78 for a replacement flow meter. The council discussed cemetery, pond and road maintenance items and tabled a proposal to change the city’s insurance deductible pending an itemized list of savings and fund impacts.
