At its May 20 meeting, the Bratenahl Village Council conducted second readings, "as amended," of five ordinances (4296, 4297, 4298, 4299 and 4300) that together would add zoning definitions, adjust planning and zoning review procedures and enact Chapter 1163 to establish a Planned Residential Development District number 2 (PRD 2) for the Bratenahl Center property (formerly referenced in the meeting as the Barbara Byrd-Bennett property). Council members read each ordinance for second reading; no final vote was taken on the ordinances at this meeting.
Mayor Keith Benjamin said the council left the public hearing open so residents may continue to comment and that a third reading is expected at the June meeting. The mayor also announced the first of four community listening and visioning sessions for the Bratenahl Center will be at the Community Center on Thursday, June 11, with a mailed notice and email to households planned. "The intent of that meeting is to hear from the residents, gain input and opinion," the mayor said, and the process will inform whether restoration, redevelopment, or a mix is pursued.
Council emphasized procedure and review: Burke-Jones and other council members read the amendments aloud and noted the items will continue through the three-reading process required by the village code. Planning and zoning references included amendments to sections that define dwelling and other living accommodations, powers and duties of planning and zoning review, modification rules for planned residential development areas, and preliminary development plan references to a new chapter. Council indicated the Planning and Zoning body will have a specified role in reviewing proposed residential units in any new PRD.2 district.
The council did not take a final vote on the PRD 2 package at this meeting; officials said additional hearings and the community meetings will inform final action. The public hearing remains open through the June meeting with a likely third reading scheduled then.
