Airport Manager Tom Wallace and Town Manager Garrett Corbin presented consultant Hoyl Tanner’s recommendation to hire the second‑lowest bidder after finding irregularities in the lowest bid.
Town Manager Garrett Corbin said the trees in question sit behind the original wooden hangars and include a small number on an abutter’s property; work will maintain the 100‑foot setback from Routes 27 and 16. Chair Bob Luce noted that federal procurement rules take precedence over local policy and that the board has historically approved reimbursable expenses that exceed the town’s usual bid threshold.
The motion to accept Jordan Excavation’s bid was made by Jay Reynolds, seconded by Lloyd Cuttler, and passed unanimously (5–0). The board directed staff to proceed with contract execution consistent with FAA grant requirements and to coordinate site access with affected property owners.
The board also sought clarification on when town approval is needed for expenses that will be reimbursed by grants, and Corbin said staff will document the procurement rationale in the project file. The airport manager remains the point of contact for project timing and contractor coordination.
