Northfield council unanimously adopts emergency budget, liens and ordinance updates; awards drainage contract

At its Aug. 23 meeting the Village of Northfield council unanimously approved six emergency measures including a budget amendment, certification of delinquent sewer and property-cleanup bills to the county tax duplicate, an award for Sagamore Road drainage work, amendments to night-parking and park rules, codified ordinance updates, and a memorandum of understanding on police field-training stipends.
The Village of Northfield council unanimously adopted a series of emergency resolutions and ordinances at its Aug. 23 meeting, approving budget transfers, authorizing county certification of delinquent bills, awarding a drainage contract, and updating parking and codification rules.
Council passed Resolution No. 2023-31, an emergency amendment to the 2023 appropriation resolution and related transfers. Councilmembers voted to suspend the three-reading rule and then to adopt the resolution; both motions passed on unanimous roll call votes by Councilmembers Jesse Ferko, Renell Noack, Gary Vojtush, Nick Magistrelli, Alan Hipps and Kevin Lewis.
The council also adopted Resolution No. 2023-32 directing certification of delinquent sewer maintenance fee bills to the County Fiscal Officer for placement on the tax duplicate, and Resolution No. 2023-33 directing certification of delinquent grass, weed cutting and property clean-up bills to the County for placement on the tax duplicate. Both were adopted after suspension of the three-reading rule and by unanimous roll call.
Engineer Daniel Collins said the council should accept the low bid for Sagamore Road Drainage Improvements. Council adopted Resolution No. 2023-34, authorizing the mayor to enter into a contract with Eclipse Company LLC, the lowest bidder, for the drainage improvements. The motion to adopt followed suspension of the three-reading rule and passed unanimously.
Council adopted Ordinance No. 2023-35, amending sections of the codified ordinances related to night parking and park rules, and Ordinance No. 2023-36, a routine codification and update of the codified ordinances. Both ordinances were read by title, the three-reading rule suspended and each adopted by unanimous roll call.
Finally, Council approved Resolution No. 2023-37, authorizing the mayor to enter into a memorandum of understanding with the police union (OPBA) to permit field training officers to receive a stipend when training newly hired full-time officers; Law Director Brad Bryan explained the change responds to hiring patterns not contemplated when the stipend was added to the collective bargaining agreement.
All formal votes recorded in the minutes were unanimous with the six listed councilmembers voting "yes." The meeting adjourned at 8:57 p.m.
