Kewanee to apply for $3 million DCEO downtown grant, council agrees to 25% city match

On July 8 the Kewanee City Council voted 5-0 to approve Bill 24-65, authorizing an application to the Illinois Department of Commerce and Economic Opportunity (DCEO) Rebuild Downtown and Main Streets Capital Grant Program to fund infrastructure and streetscape improvements in the city’s downtown business district.
Councilmember Colomer said the grant program amount referenced is $3 million but will not cover the entire downtown project. He noted that this round of funding requires a 25% city match, compared with a 10% match on the earlier grant. City staff said the 25% match equates to “almost a million dollars” based on a preliminary estimate from Hutchison Engineering, and that the city could apply other federally earmarked funds or a separate federal grant toward the match; the estimate does not have to be paid up front and would come due only if the grant is awarded.
Councilmember Colomer moved approval and Councilmember Faber seconded; the council approved the application unanimously. The action allows staff to submit the DCEO application; any awarded funds and required matching commitments will be subject to future council action and budget appropriation.
