RSU 23 board approves emergency transfer and $161,219 for Jameson Elementary mold remediation

The RSU 23 board unanimously approved two motions at a short Aug. 10, 2020 meeting to move contingency funds and authorize emergency spending to repair water and mold damage at Jameson Elementary School.
Board Chair Dave Boudreau opened the meeting at 5:00 p.m. and said the purpose was to allocate funding for Jameson School repairs after exterior insulating finishing system (EIFS) siding failure led to water infiltration and mold in the 1989 addition and administrative area. Oak Point Engineering and Servpro inspected the building, and a contractor is available to perform testing, remediation and repairs.
Christopher LaSalle moved, and Peter Flaherty seconded, to transfer $517,955—the amount by which the estimated 2020–2021 year-end unallocated fund balance exceeds the state’s 3% guideline—into RSU 23’s emergency contingency fund as authorized by voters in Question 3 of the July 14, 2020 budget referendum. The motion was approved unanimously on a roll call of P. Flaherty, C. LaSalle, M. Violette and D. Boudreau.
LaSalle then moved, and Michelle Violette seconded, to declare the water and mold issues at Jameson Elementary and the related testing, engineering design, remediation and renovation work (including siding and flooring replacement) an emergency need, and to expend up to $161,219 from the emergency contingency fund for that project. That motion also passed unanimously on roll call.
The board did not provide a detailed work schedule in the minutes, but the record states a contractor is ready to proceed and that estimates obtained cover site testing/sampling, mold and water remediation, and siding and flooring replacement. The meeting adjourned at 5:10 p.m.
