Town manager Eric told the board the document shifts away from highly prescriptive requirements (for example, minute-by-minute response mandates that are difficult to enforce) and toward a value-based RFP that asks proposers to describe their service approach, equipment, bookkeeping and contingency plans. The draft adds a formal RFI (request for information) procedure so every bidder receives the same answers to questions and can propose variances or alternate staffing/equipment mixes.
Key changes highlighted during discussion included a lower floor for bulk material (2,500 yards), flexibility to negotiate variances after award, clarified minimum equipment standards, and a contract structure intended to run five years with possible extensions to give contractors confidence to invest in needed machinery. The board also discussed penalty language and asked for the $500 penalty to be applied per missed occurrence rather than a single monthly charge.
Contract oversight: The board authorized the road committee to continue detailed review and for staff to make the edits discussed; Eric said the town will publish a pre-bid meeting and timeline for proposals, with selection expected later in the budget cycle.
Votes and follow-up: The motion to approve the draft with edits passed unanimously. Staff will circulate the updated RFP to the road committee, set the pre-bid meeting date in January, and return to the board with any material changes before final award.
