Park Rapids City Council approves lead service line reimbursement, event protection area and routine business

The Park Rapids City Council on April 14 unanimously approved a loan-and-grant agreement to cover part of the cost of lead service lines replaced during last year’s County State-Aid Highway (CSAH) 1 reconstruction, authorized a one-block event protection area for the downtown Second Street Stage event, and approved a set of routine contracts, vendor payments and journal entries.
City Administrator Amber Weasner told the council the lead service line loan and grant would reimburse a portion of costs the city incurred when lead lines were replaced during the CSAH 1 project. Councilmember Christensen moved to adopt Resolution #2026-58; the motion passed unanimously with Mayor Pat Mikesh and Councilmembers Stone, Little, Christensen and Engholm voting yes.
Jon Olson of Apex Engineering described a nonbinding updated master agreement for city engineering services that replaces the city’s 2013 contract. Councilmember Little moved to approve Resolution #2026-59 to adopt the updated master agreement; the council approved it unanimously.
Weasner said the city’s Emergency Operations Plan was last updated in 2021 and that this update mainly amends personnel listings; she noted school-contact details will be revised because an elementary principal is not currently listed. Resolution #2026-60 adopting the update was approved unanimously after a motion by Councilmember Engholm.
On event permitting, Weasner reported that an ad hoc committee reached a consensus on a contract governing food-truck participation at the Second Street Stage between the Downtown Business Association and participating vendors. The council approved Resolution #2026-61 to establish an event-protection area extending one block in all directions from the event during event hours; within that zone the city will not approve vendors or special events that are not affiliated with Second Street Stage during event hours. Councilmember Stone moved approval and the vote was unanimous.
As part of routine business, the council approved payables of $76,735.95 and prepaids of $188,876.66, multiple vendor payments listed in the meeting record (including payments to Ferguson Waterworks and others), several licenses and permits (including a 2026 plumber’s license for Rasmussen Plumbing Inc. and a one-day food truck license for JK Kettlecorn & More), and journal entries for 2025 transfers and reserve funds intended to carry forward unused capital purchase funds and account separately for leased airport land. The consent agenda—covering a number of resolutions, vendor payments, licenses and permits—was adopted unanimously.
Rapids Spirits Manager Scott Olson updated the council on department maintenance: emergency lights and exit testing is complete, backup batteries have been replaced, floors will be redone in mid-May, and liquor-store staff will complete server training later in the month. Administrator Weasner also congratulated City Clerk Amber Little on completing her six-month probationary period and thanked Mary Thompson for facilitating talks between the Downtown Business Association and food trucks.
The council adjourned at 6:18 p.m. A public hearing was called for May 12 on proposed amendments to the fee schedule for water and sewer charges as part of the consent agenda.
