Park Rapids council approves Pilates studio conditional use, lease assignment and routine payments

The Park Rapids City Council unanimously approved a conditional-use permit March 24 to allow a Pilates studio at 403 Main Avenue and took several routine administrative actions, including approving payables and assigning one remaining city irrigation lease.
Planner Ben Oleson summarized the Planning Commission’s six conditions recommended for the Pilates studio (PID# 32.37.10400). Councilmember Christensen moved to approve Resolution #2026-51 to allow the studio in a B-2 General Business district and the council voted unanimously to adopt it.
On finance the council approved payables of $127,615.61 and prepaids of $107,206.13 (motion by Councilmember Christensen, seconded by Councilmember Engholm). The consent agenda — approved unanimously — included Resolution #2026-49 renewing a 3.2% off-sale beer license for Holiday Station Store #26, Resolution #2026-50 appointing Matthew Murray to the Parks, Beautification, and Urban Forestry Committee, and licenses and vendor payments such as $29,356.41 to Heartland Lakes Development Commission, $50,580.00 to JT Builders, $22,421.44 to Emcon, and $3,676.00 to Ferguson Waterworks as listed in the consent materials.
Administrator Angel Weasner reported staff will assign the remaining irrigation lease to prior tenant Alex Bishop for the rest of the year and that all leases will be re-bid later in 2026; the council approved Resolution #2026-53 to authorize the assignment.
Department heads gave brief updates: Liquor Store Manager Scott Olson said semiannual bottle-and-shelf cleaning is nearly complete and floors will be stripped and waxed in the coming months. Fire Chief Joe Carlson said year-to-date call responses are down from last year and flagged concerns about dry conditions. During council comments Councilmember Little noted HLDC’s enthusiasm for the subdivision work, and Councilmember Engholm reported that Beltrami County reduced Kitchigami Regional Library hours and cut two positions due to budget reductions.
