RSU 25 board validates 2025 budget, approves reserve transfers and grants superintendent 5% transfer authority

The RSU 25 board declared the fiscal 2025 budget validation results at its June meeting, announcing 9,936 yes votes, 250 no votes and 21 blanks (77.5% in favor), and formally recorded the result.
Following the vote declaration, the board approved moving unallocated fiscal-year funds into reserve accounts under previously voter-approved limits: up to $300,000 into the capital reserve, up to $50,000 into a special-education reserve, up to $50,000 into a technology reserve and up to $10,000 into a curriculum reserve. The superintendent explained that these transfers align reserves with expected capital needs (middle-school exterior work, removal of an in-ground oil storage tank, and a water booster pump replacement) and help reduce one-time pressure on the operating budget.
Separately, the board voted to grant the superintendent authority to transfer up to 5% among cost centers within the fiscal year, a routine administrative measure the superintendent explained is used to cover unexpected line-item shortfalls and must be reported back to the board as audits are completed.
Personnel business handled at the meeting included accepting several resignations and retirements (including April Hall stepping down as food-service director for the coming school year) and approving nominations (Ginger Kegley for extended-school-year assignment and a middle-school golf coach). Those personnel items were moved and approved as blocks.
Board members emphasized the procedural limits on reserves and the requirement that expenditures from many reserves still require voter approval. The board set routine calendar items before adjourning.
