Park Rapids council approves amendment to fund secondary entrance for new subdivision

The Park Rapids City Council unanimously approved an amendment to a development agreement with the Heartland Lakes Development Commission to construct a secondary entrance and additional infrastructure for a new subdivision, and adopted a rezoning overlay (Ordinance No. 640) and a related minor subdivision.
The Park Rapids City Council unanimously approved an amendment to its development agreement with the Heartland Lakes Development Commission (HLDC) on March 24 to fund construction of a secondary entrance and other infrastructure for a new subdivision, Mayor pro tem records show.
Administrator Angel Weasner told the council the amendment would use grant dollars already allocated to HLDC to build a secondary entrance and exit from the road west of Charlie's Marine north to Finley Street, and to extend a road west of Charlie's Marine to Charles Street. “This would provide roads to be constructed utilizing the grant dollars currently allocated to HLDC for the infrastructure construction grant,” Weasner said.
The council also approved a minor subdivision involving four parcel identification numbers for land north of State Highway 34 that the Minnesota Department of Natural Resources (DNR) currently owns; the DNR will split the parcel and transfer halves to adjoining parcels, and the council required that receiving parcels be combined before the end of 2026. Planner Ben Oleson presented the minor-subdivision details and the DNR’s documentation that it is exempt from a local survey requirement.
On related land-use action the council gave final reading to Ordinance No. 640, amending the zoning map for PID# 32.20.01450 to add a planned-unit development overlay. Oleson presented the rezoning information; Councilmember Little moved adoption and Councilmember Engholm seconded. All votes on the development amendment, minor subdivision (Resolution #2026-52) and the ordinance were unanimous.
Council and staff noted that the infrastructure work will be funded from the HLDC infrastructure construction grant and that additional procedural steps — including parcel combining and permitting — remain before construction begins. Weasner said leases and other administrative items related to city property will be re-bid later in the year.
The council approved Resolution #2026-54 authorizing the amendment to the HLDC agreement; staff will proceed with the environmental review amendment noted in the resolution and next steps for project design and construction scheduling.
