MPO receives TxDOT planning‑agreement draft, plans joint legal review and comment period

The Transportation Policy Committee received a report on a draft planning agreement TxDOT circulated in May that would create a more uniform set of templates, reporting expectations and monitoring procedures for MPOs and their fiscal agents.
Mr. Lucero said TxDOT has been using single‑year extensions and that the new draft attempts to standardize templates and expectations across MPOs, including fiscal templates and dashboards. Staff noted some contractual language remains open for comment and that the draft will be circulated to MPO legal counsel and the fiscal agent for review.
The draft is open for public comment and for MPO member comments; staff asked committee members to provide comments by the end of July or the beginning of August. The committee did not take action to adopt a new agreement at the meeting; the item was presented for information and for the committee to coordinate reviews with member legal counsel.
Why it matters: A uniform planning agreement and standardized templates could change how MPO fiscal reporting and audits are conducted during TxDOT certification and audit cycles, so member jurisdictions were encouraged to review the draft and coordinate legal feedback.
