Milton Airplane Noise Advisory Committee approves FY25 annual report, plans runway-use review and outreach

The Airplane Noise Advisory Committee on March 10 approved its FY25 (July 1, 2024–June 30, 2025) annual report by consensus and agreed on a set of next steps to press state and federal officials on air-traffic concerns.

Committee members met in the Cronin Conference Room at Town Hall. Committee member Raj Pathak moved to approve the minutes of the Dec. 10, 2025 meeting; Committee member David Godine seconded and the committee voted 3-0 to approve. The body then reviewed a draft annual report for FY25 and, after discussion, agreed the Chair will submit the report to the Select Board for inclusion in the town’s FY25 annual report.

The Chair reported on a February meeting that included Senator Bill Driscoll, Representative Brandy Fluker-Reid, Representative Richard Wells’ legislative aide Kevin Chrisom Jr., Select Board Chair Ben Zoll, Town Administrator Nicholas Milano, and Massport Community Advisory Committee Representative Paul Hogan. The Chair also summarized a recent Select Board meeting she and Mr. Hogan attended, at which the Select Board authorized Chair Zoll and Town Administrator Milano to work with Committee representatives to draft and issue letters to state and/or federal authorities about air traffic issues. The Select Board designated John Driscoll as its liaison to the Committee.

Prior to the meeting the Chair circulated a draft letter for the Select Board to send to the Massachusetts Executive Office of Energy and Environmental Affairs (EOEEA) as a follow-up to the town’s 2024 comment letter. The Committee discussed the draft and accepted an edit suggested by Committee member David Godine; the Chair will forward the revised letter to the Select Board Chair and the Town Administrator for their consideration.

Members identified several specific next steps: obtain a year-end report on runway use; have the Select Board re-engage with Congressman Lynch and other members of the federal delegation; publicize openings for Committee seats; and inform residents about how to file noise complaints with Massport. Committee member David Godine will draft an informational release about noise complaints for consideration at the April meeting.

There was also a membership update: guest Jim Hackett has submitted a volunteer application to the Select Board to serve on the Committee; the Select Board has not yet acted on the application. The committee discussed possible dates for the next meeting (April 14, 15 or 16) and the Chair will check availability with Select Board member John Driscoll and Massport CAC Representative Paul Hogan. At 7:20 p.m. Mr. Godine moved to adjourn, Mr. Pathak seconded, and the Committee voted 3-0 to adjourn.

Documents distributed at the meeting included the agenda, the Dec. 10, 2025 minutes, and the draft FY25 annual report. The report will be forwarded to the Select Board for consideration and potential inclusion in the town’s annual report.
