At its Nov. 12 meeting the Lyons City Council approved several operational purchases and personnel actions and reviewed financial reports for October.
Utility Supervisor Terry Ueding reported the council approved purchase of two aerators for the sewer lagoon for $8,400 and approved purchase of a 2013 Kubota for $10,500 (motion passed; one council member recorded a nay on the Kubota purchase). The council also unanimously agreed to send employee Dolezal to winter training during his probation period.
In administrative business, City Clerk Whitney Anderson presented the October treasurer and income statements showing month-to-date net losses in the General Fund (-$62,377.10), Utility Fund (-$61,135.15) and Debt Service (-$119,262.89); council accepted the treasurer's report. Council approved a one-time purchase of the enhance PowerManager utility-billing suite for $13,825 with an annual support and maintenance plan of $5,176 and authorized purchase of laptops and Microsoft Business for the mayor and council for $6,057.50.
Personnel and payments: Council approved 40 hours of immediate vacation for Aaron Brensel, approved a 3% raise for Joel Fredrickson and a $1.54/hour raise for Lacy Hollman following executive-session annual reviews. The council also approved vendor payments of $1,603.66 to KB's Mini Mart and $756.71 to Steiny's General Store (Steiny's payment carried with one abstention by Council member Allen Steinmeyer).
Financial context: Clerk Anderson flagged a projected Burt County Public Power rate increase that would raise city costs by approximately $7,245 and noted WAPA drought adjustments that could change base rates over the next two years; final figures were not yet available. Council decided not to change sewer-rate ordinances and suggested Lyons Apartments install a separate meter for its sprinkler system if it wanted a different billing method.
