Lyons council approves $1 purchase of 125 Main St., hires deputy clerk and OKs municipal payments

The Lyons City Council on July 9 voted to acquire 125 Main St. for the nominal price of $1 plus delinquent taxes of $745.36 and took a series of personnel and payment actions.
Councilmember Kyle Phillips moved, and Matthew Carr seconded, to approve the purchase of the property legally described as PT LOT 10-11, BLOCK 8, Lyons, NE. The motion passed on roll call with Councilmembers Tyler Vacha, Allen Steinmeyer, Matthew Carr and Kyle Phillips voting AYE.
The council approved several other motions during the regular agenda: hiring Nicole Frahm as deputy clerk at $20 per hour (motion by Steinmeyer, seconded by Vacha); approval of a building permit for Amy Kanger (permit 2024-017) (motion by Carr, seconded by Phillips); and payment of $14,500 to JEO for completion of the Lyons GIS mapping project (motion by Phillips, seconded by Steinmeyer). All these motions passed on roll call.
Utility Supervisor Terry Ueding reported on department projects and the council approved purchase of a new pool boiler from Jensen’s for $36,860 (motion by Vacha, seconded by Phillips). Ueding also described planned school electrical work starting July 15, recycling program changes with FirstStar Recycling and Siouxland Recovery, and an approximate $2,500 cost per replacement large gas meter.
Following an executive session on an employee annual review, the council approved a raise for the employee identified in the minutes as Jorma (transcript spells both "Hedges" and "Hedger") to $13.50 per hour effective July 11, 2024 (motion by Phillips, seconded by Carr). Council then approved payment of $3,314.62 to KB’s Mini-Mart (motion by Phillips, seconded by Carr). The council approved payment of $1,451.82 to Steiny’s General Store (motion by Carr, seconded by Vacha); Councilmember Allen Steinmeyer recorded an abstention on that vote.
The council scheduled a budget workshop for July 29 at 5:30 p.m. and adjourned at 7:42 p.m.
Next steps: staff will complete purchase closing for 125 Main St., process payroll and vendor payments, and pursue follow-up items (GIS deliverables, boiler procurement and installation scheduling).
