Lyons council adopts 2024–25 budget, approves rezoning and school-area speed limits

The Lyons Mayor and Council on Sept. 10 unanimously adopted the city’s 2024–25 budget and approved a string of ordinances and resolutions, including the rezoning of a Robley Addition parcel and new school-area traffic restrictions.
Mayor Kyle Brink presided over the 5:30 p.m. meeting. Council voted to adopt Resolution No. 2024-12, the city’s 2024–25 budget; to adopt Resolution No. 2024-11 increasing restricted funds authority by one percentage point to 3.5 percent; and to adopt Resolution No. 2024-13 to set the property tax request at a different amount than the prior year. The council also passed Ordinance No. 773, rezoning Parcel ID 212009800 (Lot 9, Block 5, Robley Addition) from General & Highway Commercial (C-2) to Industrial (I-1). The council suspended the statutory rule requiring three readings and then voted to pass the ordinance; the minutes record AYE votes from Allen Steinmeyer, Tyler Vacha, Matthew Carr and Kyle Phillips. The ordinance was made available in pamphlet form.
For school-area safety, the council adopted Resolution No. 2024-14 to make the north side of Crystal Street (between South Fourth and South Fifth Streets) a no-parking zone from 8 a.m. to 5 p.m. on days school is in session. Separately, Ordinance No. 774 was passed to designate additional streets near the school a maximum speed of 15 mph and order placement of speed-limit signs; the council also suspended the multiple-reading requirement for that ordinance and approved it on a recorded vote.
