Katherine, an administrative staff member, described the position as "not simply just adding staff. This is about adding capacity, direction and long-term value to our North Canton park system," and said the role would be housed in administration to focus on grants, project development and strategic planning.
Members debated whether to include an "emergency" clause so the position could take immediate effect upon passage, which staff explained would prevent a 30-day delay before the city could post the job and begin recruitment. One member objected to routine use of emergency measures, saying, "I just dislike the optics of everything's on an emergency," and others expressed a desire to allow public review once the parks master plan is finalized at the end of the month.
Committee members discussed procedural alternatives: keeping the emergency clause but still conducting multiple readings, removing the emergency clause to allow public input before hiring, or splitting the legislation so operations-manager retitles and non-parks appropriations proceed while the parks position is considered separately.
A motion to forward the personnel and safety item (item 5A) to the full council was moved, seconded and carried by voice vote. The committee instructed staff to prepare materials for council and to be ready to separate the parks hiring appropriation from other personnel actions if members prefer that path.
The committee did not adopt the ordinance on final passage; the full council will consider readings and a final vote in a forthcoming meeting.
