Spencer County fiscal court removes $60,000 transfer and approves end-of-year bills

Spencer County Fiscal Court members voted June 15 to approve a slate of invoices, transfers and capital changes after amending the motion to remove a $60,000 transfer that would have moved funds from the county's Capital Projects account into Sheriff deputy salaries.

The amendment to strike the $60,000 line item passed on a voice vote; the court then approved the bills and transfers as amended. Members described the transfer as a year-end reallocation among line items to ensure payroll and benefits are covered through the end of the fiscal year, and some members asked staff to double-check line-item descriptions before final posting.

County staff explained that the transfers reflect routine intra-budget moves made at fiscal year-end to cover shortages and to consolidate cash in preparation for July 1, and that the overall general salaries-and-benefits totals remain within the approved budget. Judges and commissioners discussed how capital-project accounts have been used in the past to float other needs during closeout periods and agreed to bring any unclear entries back for special called review if needed.

The court also approved other year-end changes and a set of capital adjustments after striking the questioned transfer. The court recorded the amendment and final approval during the meeting's bills-and-transfers review.

The court did not indicate any formal fiscal emergency; members said the reallocation process and the amendment were intended to preserve transparency in end-of-year bookkeeping. The county clerk and treasurer will reflect the amended transfers in the final closing entries and bring any lingering items to the next meeting if additional adjustments are required.
