Norwich Township dissolves Hilliard Community Foundation; funds directed to new firefighter charity

NORWICH TOWNSHIP, Ohio — The Norwich Township Board of Trustees voted unanimously Dec. 16 to dissolve the Hilliard Community Foundation and direct the foundation's remaining funds toward firefighter-related charitable uses.
Fire Chief David Baird told trustees the foundation holds $12,000, with $3,000 earmarked for attorney fees and the remaining $9,000 available to the fire department once the foundation is dissolved. "There is $12,000 remaining in the foundation. With $3,000 set aside for attorney fees. The remaining $9,000 will go to the Fire Department once dissolved," Chief Baird said.
Baird recommended receipting the money into a fund the township can use for charitable donations, referring to it as the Heart Fund. Firefighter Chloe Ecimovich told the board she is establishing a 501(c)(3) named Norwich Township Firefighter Fund to receive donations directed to the department. "Firefighter Ecimovich is currently setting up a 501(c)(3) organization called Norwich Township Firefighter Fund," she said.
Trustee Sonny Cantrell moved to approve dissolution of the Hilliard Community Foundation; Vice Chairman Rick Tidd seconded the motion. The board voted unanimously in favor (Tidd—Yes; Young—Yes; Cantrell—Yes). The action was recorded as Motion Passed #251216.01.
The trustees did not detail a timeline for the formal dissolution filings or the transfer of funds; Administrator Jamie Fisher handled procedural explanations during the meeting. The decision leaves the township with a plan to place donated resources into a charitable vehicle earmarked for community support and firefighter-related needs.
The board took this action during a special meeting called to address several administrative and budget matters. No additional public hearing on the foundation dissolution was recorded in the meeting minutes.
