Lyons council approves ordinance, multiple resolutions and a package of routine votes

The Lyons City Council approved a slate of routine and itemized actions at its Feb. 11 meeting at Lyons City Hall. The council adopted ORDINANCE NO. 777, updating the city fee and tax schedule, and adopted RESOLUTION NO. 2025-01, which implements four police policies covering officer-involved death/incident investigation, post-shooting procedures, vehicle inventories and ride-alongs. Those consent items were approved as part of the consent agenda by motion of Councilmember Matthew Carr and seconded by Councilmember Kyle Phillips.
Council also adopted RESOLUTION NO. 2025-02 directing the sale of the former bowling alley lot (motion by Carr, seconded by Tyler Vacha) and later approved RESOLUTION NO. 2025-03, a revised Police Personnel Manual (motion by Kyle Phillips, seconded by Matthew Carr).
Other formal actions taken by roll call vote included approval of street closures for the Lyons Car Show on July 6, 2025; authorization to accept DD#4 of CDBG funds (23PWF003) in the amount of $4,176.00; and approval of a Quick-Current-Nebraska, LLC application to expand fiber optic cables, conduit and vaults in the city right-of-way.
Financial actions approved included a transfer of $250,000 from the NPGA Savings account to a 31-month bump-up CD with First Northeast Bank of Nebraska and several vendor payments recorded in the claims list. The meeting minutes record all motions as carried unless otherwise noted; abstentions were recorded where applicable (for example, Councilmember Brantley Vavra abstained on the janitorial contract renewal vote).
