Board adopts LCAP and 2026–27 budget, staff warns deficits persist post-pandemic funding

At its June 15 meeting, the El Monte City School District Board of Education approved the district's 2026–27 Local Control and Accountability Plan (LCAP) and the adopted budget. Board votes on the LCAP, the adopted budget, the consolidated application (CONAPP) for federal categorical funds, CSBA membership and a set of routine policy updates were all recorded as unanimous (5-0).
District staff presented the adopted budget alongside the LCAP and explained the fiscal outlook. As one-time pandemic-related funding ended, the district reported deficits in the general fund in 2024–25 and said those deficits are projected to persist in 2026–27. The presenter said the district will focus on maintaining solvency and sustaining programs and services and will return to update the board at the first interim if the enacted state budget differs from current assumptions.
The LCAP and Budget Overview for Parents were presented as the final year of the district's three-year LCAP cycle; staff emphasized the plan was developed with input from students, families, staff, bargaining unit representatives, community members and advisory committees. The CONAPP was described as the annual mechanism to certify compliance and apply for federal Title I–IV funds; approval authorized staff to submit required certifications and assurances to the California Department of Education.
The board approved the minutes from June 8, the action and consent agenda, the CONAPP, the LCAP, the adopted budget, renewal of CSBA and Education Legal Alliance membership, and second-reading policy updates by recorded 5-0 votes. Where motions and seconds were recorded in the transcript, they are noted in the meeting minutes; in all votes the board reported "I," with no recorded no votes or abstentions.
Public comment included Garrett Cheng thanking the board and district leadership for the negotiated salary and benefits agreement. The board recessed to closed session under Government Code 54957 for the superintendent performance evaluation and returned to open session at 7:24 p.m., reporting no action was taken in closed session. The meeting adjourned at 7:33 p.m.
