Lyons council adopts 2024–25 budget, rezoning and school-area speed limits in consent agenda

The Mayor and Council of the City of Lyons adopted a multi-item consent agenda at a special meeting Sept. 24, approving the 2024–25 budget, a rezoning ordinance and several resolutions and ordinances affecting traffic and parking near the school.
The council approved Ordinance No. 773, rezoning Parcel ID 212009800 (Lot 9, Block 5, Robley Addition) from General & Highway Commercial (C-2) to Industrial (I-1). It also adopted Resolution No. 2024-11, which increases the restricted funds authority by one percentage point to 3.5 percent; Resolution No. 2024-12, which adopts the 2024–2025 budget; and Resolution No. 2024-13, which sets the 2024–2025 property tax request at a different amount than the prior year. The transcript does not specify the dollar amount of the adopted budget.
The council also approved Resolution No. 2024-14 designating the north side of Crystal Street between South Fourth and South Fifth streets as a no-parking zone from 8 a.m. to 5 p.m. on days school is in session, and Ordinance No. 774, which designates additional streets near the school subject to a 15 mph maximum speed and orders placement of corresponding signs.
Clerk-provided claims for September were presented in the meeting packet and were approved as part of the consent agenda, with the exception of claims from KB’s Mini Mart and Steiny’s General Store, which were excluded from the motion. The consent agenda was moved by Councilmember Tyler Vacha, seconded by Councilmember Kyle Phillips, and carried on a roll-call vote: AYE — Allen Steinmeyer, Kyle Phillips, Tyler Vacha; ABSENT — Matthew Carr.
Because these items were approved on the consent agenda, there was no separate deliberation on each ordinance and resolution during the meeting.
