Lyons council reviews library finances and grant searches; utilities report new equipment and service issues

Library Director Mike Heavrin told the council that August income was below the monthly budget goal while fiscal-year income to date exceeded the previous year’s goal. Heavrin said painting of the library is tentatively set for Nov. 5 and that the biannual Festival of Trees is scheduled for late November; if painting affects the event the auditorium has been reserved. Heavrin said he is actively searching for grant opportunities to fund replacement of streetlights in the business district, is monitoring the Department of Transportation’s "Safe Streets and Roads for All" grant expected to open in early 2025, and is exploring potential funding to install security cameras for the police department.
Utility Supervisor Terry Ueding reported operational items including delivery of a new skid loader on Sept. 30 with the old unit traded in, a planned new blade for winter, and the department’s drilling work for school light poles and the scoreboard. Council declined to hire part-time help for the recycling center over the winter and agreed to revisit staffing in spring. Ueding sought referrals and more discussion about purchasing aerators for the sewer lagoon at the November meeting and briefed council on electrical, gas, and water issues at Evista Village that require follow-up.
City Clerk Whitney Anderson presented the September treasurer report. The minutes record the General Fund had a month-to-date net gain of $1,274.52 and a year-to-date net gain of $53,186.06; the Utility Fund had a month-to-date net loss of $16,727.09 and a year-to-date net gain of $140,183.92; Debt Service showed a month-to-date net gain of $33,847.17 and a year-to-date net gain of $1,370.32. Council voted to accept the treasurer report. Anderson also advised the council on potential software replacement options (GWorks cloud-based system or Power Manager) and said the city’s recent survey of park property showed the city owns more land than previously understood and that a barbwire fence on city property needs removal.
Council did not set contract amounts or commit to grant applications during the meeting; Heavrin and Ueding were directed to pursue referrals and bring grant and equipment recommendations back to the council for future consideration.
