District administrator Dr. Keyser briefed the board on his recent retreat and proposed next steps for the district's strategic goals and governing structure, urging the board to consider publicly codifying guardrails to clarify expectations for district leadership.
Dr. Keyser described three pillarsstudents, staff, and communityand said the district's strategic goals (two academic outcomes and a belonging goal) should be maintained but refined. He recommended adding growth measures alongside achievement metrics for academics and supplementing belonging measures with objective indicators such as attendance and disciplinary data rather than relying solely on survey instruments.
He emphasized the difference between guardrails and directives: "One is very limiting. You only have one choice. The other one just takes one or two choices off the table," he said, arguing that guardrails provide latitude for operational approaches while protecting core expectations. He also discussed budget guardrails and the need to distinguish one-time unbalanced expenditures from recurring commitments so the district can be fiscally responsible within its annual budget.
Dr. Keyser said he will return with more concrete proposals for how the board might codify these goals and parameters and suggested posting the resulting goals and guardrails to the district website for clarity to the community. The board did not take formal action on these proposals at the meeting.
