The Mayor and Councilman Bitter clarified that the motion at the work session was intended to confirm council consensus on the adjusted text so it could be advanced to the evening regular meeting for a formal vote.
Councilman Ellis moved to accept the adjusted 3rd-Reading version of Ordinance 2026-05; Councilman Toolson seconded. The work session record shows four ayes (Ellis, Bitter, Toolson and Mayor Rok) and one abstention (Councilman Merrill). The council agreed to forward the adjusted ordinance to the regular evening meeting for formal action.
