Crawford council approves payroll with exception for Tom Phillips; minutes approved

At a special meeting on Aug. 5, 2024, the City Council of the City of Crawford met at the Crawford Public Library and approved the July 23 regular meeting minutes and the city's payroll with an exception for one employee's check.
Mayor Shane Norman called the meeting to order at 6:00 p.m. Council President April Grant, Council Members Christopher Dean and Robert Tovmassian, and City Clerk Julia Butler were present. The council noted that meeting notice had been published in The Crawford Clipper/Harrison Sun and that a copy of the Open Meetings Act was posted and available in pamphlet form.
Council Member Christopher Dean moved to approve the July 23, 2024 minutes; Council President April Grant seconded. Dean, Grant and Tovmassian voted in favor and the motion carried.
On payroll, Council President April Grant moved to approve payment of payroll with the exception of the check for Tom Phillips while agreeing to pay him for the days he worked in the current quarter. Council Member Christopher Dean seconded the motion. Grant, Dean and Tovmassian voted AYE; there were no NAY votes and the motion carried. The minutes do not specify the reason the Phillips check was withheld or further administrative steps beyond the council's stated agreement to pay for the quarter's days worked.
Council President Grant moved to adjourn; Council Member Robert Tovmassian seconded. The council voted to adjourn and the meeting ended at 6:20 p.m. The minutes were prepared by City Clerk Julia Butler and the document notes approval by Mayor Shane Norman.
