Santa Fe committee adds five District 4 projects to 2028–2032 ICIP and forwards plan to governing body

The Public Works and Utilities Committee voted June 15 to amend the City of Santa Fe’s 2028–2032 Infrastructure Capital Improvement Plan (ICIP) to include five projects submitted by third parties and to forward the amended resolution to the governing body.

Sean Moody, the city’s capital projects manager, told the committee the ICIP is updated annually and described it as “a 5‑7 year capital plan” for the city. He said staff was presenting five projects that were not previously on the list and that the new state law makes listing projects in an ICIP a prerequisite for capital outlay consideration. Moody noted the city was not making a staff recommendation on whether to fund or prioritize the projects.

The projects presented are, as described by staff: a Las Soleras Drive project to build a bridge over the Arroyo Chamisa and extend roadway connections; Interfaith’s proposed ROCK (resource and opportunity center) near Villa Linda Mall; Casa de Todos, an affordable housing project presented by Habitat Santa Fe; San Ignacio Flats, another affordable housing proposal; and a New Mexico Innovation Hub site in Midtown parks.

Chairperson Chavez moved to amend the ICIP resolution to add the five projects so they could proceed through the committee and governing body process; the amendment was seconded and approved by roll call. The committee then approved Resolution No. 2026 adopting the ICIP as amended. The committee record shows the roll call votes were unanimous among attending members (Chairperson Chavez, Councilor Barrett, Councilor Bustamante, Councilor Fegali; Councilor Faulkner was excused).

The committee’s action was procedural: adding the project entries to the ICIP makes them eligible for consideration in state capital outlay processes and for subsequent committee and governing body discussion. Moody told the committee that applicant representatives would be available during later agenda consideration if members had detailed questions.

Next steps: the amended ICIP and Resolution No. 2026 will move to the governing body for consideration in its regular process. The committee did not adopt project funding or a schedule for construction; those decisions will require separate approvals and, where applicable, external capital outlay funding.
