Director Leoski told the board the applicant plans to convert the frontage road into private access for a planned expansion of academy facilities. Staff said the abandoned frontage segment would be removed from the county maintenance system and explained statutory rights of first purchase for adjacent property owners on half‑alley abandonments. The board noted Fort Mojave Tribal Utility and two property owners had submitted objections concerning an easterly alleyway, but Desert Star agreed to rescind the easterly alleyway portion from the request. Supervisors asked whether traffic counts had been performed; staff said frontage road traffic was minimal and frontage maintenance responsibility would be removed upon abandonment.
The board approved the abandonment and the conveyance by a recorded quitclaim deed, subject to completion of ARS 28‑7201 through 7215 (statutory process). Staff will coordinate deed recording and assessor updates.
