Norwich Township awards computer system, roadwork and insurance contracts

Across 1991 Norwich Township trustees managed multiple procurements for infrastructure, technology and insurance.
In the spring the board authorized advertising specifications and opening dates for a township computer network; after bids were opened, trustees awarded the computer contract to Burkey & Associates. Burkey began system setup and training for township staff.
For road improvements the trustees opened several bids and accepted the low conforming bid from Heffner Construction; work on township roads — including overlays and crack sealing detailed in engineer recommendations — moved forward under the approved contract. The minutes show the board reviewed county recommendations for which roads to overlay versus crack‑seal and the estimated total cost of road work.
Insurance procurement evolved over the year. Trustees initially accepted a Love Insurance fleet policy in a special meeting. Later, after reviewing full proposals for property, liability and fleet coverage, the board voted in December to accept a comprehensive package through Ohio Township Risk Management (OTARMA) via Burnham‑Flowers agency and directed the clerk to cancel the prior fleet policy. The minutes record the review and votes and note that proposals from multiple carriers were considered.
All bid openings and awards were handled in public minutes with motions, recorded votes, and directions to the clerk to notify unsuccessful bidders.
