Representatives from Brown Township proposed a five-year contract under which Brown would pay Norwich Township $170,000 annually for fire and emergency services beginning Jan. 1, 1995. The Brown Township proposal included a provision that if annual runs exceeded 170 (excluding I‑70 runs) Brown would pay $700 for each run over 170, and that the contract was contingent on passage of a Brown Township levy.
Trustee James H. Rice moved to accept the proposal contingent on passage of Brown’s levy; Trustee Durland L. Workman seconded the motion. The trustees approved the conditional acceptance, noting the contract also anticipated Brown Township efforts to secure land and construct a substation within the five-year period and that renegotiation of certain terms would be possible subject to the contract’s base financial commitment.
Trustees and Brown representatives discussed the possibility of a public meeting to support the levy and agreed to reconvene if levy voters did not approve the measure, per the contract language. The board recorded the motion and agreed to monitor the levy outcome and related implementation tasks.
