Norwich Township approves $286,356 Sutphen pumper after bid review

The Norwich Township Trustees voted on Oct. 31 to buy a Class A fire pumper from Sutphen Corporation at the submitted per-unit price of $286,356 and to retain Engine 87 rather than trading it in. Chief Richard Ellwanger presented the bids and recommended the Sutphen unit after comparing a second bid from KME-Warren Fire Equipment.
Trustee Durland L. Workman made the motion to purchase the Sutphen unit; Trustee James H. Rice seconded the motion and it carried unanimously. The board and the fire chief discussed delivery timing, noting a typical 10–12 month lead time for the model specified. The chief said he would finalize specifications and coordinate financing and any lease discussions ahead of delivery.
The decision follows a formal bid opening earlier in October when representatives from Sutphen and KME were present. Trustees emphasized retaining a serviceable existing engine (Engine 87) because trade-in value was judged low and the apparatus still useful as a reserve.
The board requested the chief provide options for financing and for possible leasing terms as the delivery window approaches. The purchase joins other departmental upgrades the trustees approved this year, including communications equipment and smaller apparatus purchases.
The trustees did not vote on auxiliary upgrades or equipment that might accompany the pumper order; those will be considered as specifications are finalized and quoted.
