The Rockport Planning Board voted unanimously on Oct. 23 to amend its bylaws to allow the chair to sign findings and facts on the board’s behalf, removing a repetitive procedural motion.
Board members said the change is largely administrative. "Correct — so that last motion that we just made, we don't have to do that anymore," the chair explained during the discussion, describing the practical effect: once the board approves findings of fact, the chair (or the chair's designee in the chair's absence) may sign the document without a separate vote.
Members debated whether the bylaws should say the chair "shall" sign or "may" sign; several favored the plainer, less prescriptive language to avoid unnecessary procedural steps. The board voted to adopt the amendment and directed that the change be forwarded to the select board for its consideration.
