Planning board approves Compass Point subdivision findings; task force begins translating comprehensive-plan goals into action matrix

The Rockport Planning Board voted to approve the written findings of fact and conclusions of law for the Compass Point subdivision after brief discussion about the level of detail in the draft findings. A board member noted the documents are prepared to support potential appeals, and the motion to approve the findings as amended carried with four votes in favor and one abstention.
Board members then received an update from the comprehensive-plan implementation task force. John Beman and other task-force members said their initial work is focused on extracting and clustering the plan’s goals (about 155 in the current count) into a shorter, prioritized matrix and assigning timelines (for example, actions to pursue in the next 12 or 24 months). The task force’s work is expected to identify gaps, recommend specific ordinance amendments where implementation requires regulatory change, and forward recommendations through staff to the select board.
The board discussed the new LD 29 requirement that planning boards complete yearly training; staff suggested using the town’s legal services to deliver a tailored workshop or board members could attend MMA planning-board sessions. The board agreed to plan a local, tailored training and asked staff to coordinate scheduling and verification of qualifying training.
Staff also reminded the board there is one full-member vacancy and two alternate openings; members encouraged outreach to potential applicants.
