East Caln updates: Boot Road Bridge foundation issue, sewer flows, emergency-services reports and land-development notes

Sewage flow reports were presented for six reporting weeks: week 14 — 458,174 gallons per day (GPD); week 15 — 463,103 GPD; week 16 — 463,162 GPD; week 17 — 469,933 GPD; week 18 — 458,805 GPD; and week 19 — 465,104 GPD. The minutes record that all individual meters were functioning properly and that Norwood Road sewer re-lining work has been completed.
Public-safety reports included a police update on the new police-station project and department operations from the Police Chief, and Minquas Fire Chief Law reported that a ladder truck is out of service and that he is monitoring parking in the Wytheburn development. Derek Dry of Minquas EMS presented the monthly operational report to the Board.
Planning and land-development updates included that the Planning Commission reviewed the Brandywine Square Conditional Use application and draft zoning-definition and use standards with County planners. The minutes note that the Zoning Hearing Board approved CAVA (Brandywine Square), that Ace Pickleball's sign-size issue is awaiting decision, and that a DARA expansion matter is awaiting a ZHB decision. DARA's land-development application is under review by the Township Engineer and has a concurrent Conditional Use filing; the 90-day review clock expires July 29, 2026. The Board also discussed an Ashbridge Manor request to add Assisted Living and Memory Care accessory uses to an existing Independent Living facility; the applicant could reopen a previous Conditional Use application to pursue that change, and no formal action was taken at this meeting.
The minutes also announced that the East Caln Township Park splash pad at Bell Tavern is scheduled to open over Memorial Day weekend.
What happens next: PennDOT will continue remediation and proceed toward the fall reopening schedule for the Boot Road Bridge; DARA and Ashbridge Manor conditional-use and Zoning Hearing Board items will continue through their respective review processes.
