East Caln supervisors approve bridge grant signatory change, bank transfers, permits and ordinance advertisements

The East Caln Township Board of Supervisors unanimously approved Resolution 2026-49 on May 20, 2026, updating the signatory approval for the Skelp Level Bridge grant reimbursement. Township Manager/Secretary Barbara M. Kelly presented the resolution and the board approved it on a motion by Donald P. Ash, seconded by Charles A. DeLone.
The board also authorized transferring fund balances from S&T Bank general and sewer accounts to First Resource Bank accounts and closing the S&T accounts. Kelly requested the transfers and the motion carried unanimously after a motion by DeLone and second by Ash.
Assistant Township Manager and Zoning Officer Michael O’Brien presented two special-event permit requests from Jenna Dobbyn for 150 Bell Tavern Road on June 6, 2026, and Dec. 5, 2026; the Board approved both permits on a motion by Ash, seconded by DeLone.
O’Brien further asked the Board to authorize advertisement of two ordinance changes. The Board unanimously approved advertising an amendment to the Zoning Ordinance relating to lighting for consideration at the July meeting; the Board was told the amendment will be reviewed by the Planning Commission. The Board also unanimously authorized advertisement of a drafted Open Burning Ordinance for consideration at the June meeting after O’Brien noted coordination with the Township Fire Marshal and Solicitor.
Other routine procedural items approved by unanimous motions included approval of the April 15 minutes, the Treasurer’s report and the listed expenditures. The Board set its next meeting for June 17, 2026 at 1:30 PM and adjourned at 2:28 PM.
What happens next: The lighting amendment will be routed to the Planning Commission for review before a July consideration by the Board; the Open Burning Ordinance is scheduled for advertisement and consideration at the June meeting. The Skelp Level Bridge reimbursement resolution updates signatory authorization for grant reimbursement going forward.
