The Planning Commission approved the preliminary plat for Windsor Park Addition Phase Three, a proposed multi-phase subdivision that the developer said could include roughly 182 lots. Developer Wendell Gibson said he plans to build brick homes, limit vinyl siding use, and phase construction to manage sewer and drainage ties to existing infrastructure. Gibson said sidewalks will connect the new subdivision to existing sidewalks near Green Apple and the nearby school.
City staff raised the need for a stormwater and erosion-control plan to be submitted once a contractor is identified and for geotechnical review of some areas the developer called "not flat." The commission approved the preliminary plat by voice vote with the expectation that building permits and earthwork will follow only after staff confirms required erosion-control permits and inspections are in place.
The developer and commission said they expect sidewalk connections to benefit students walking to the nearby school and that detention and drainage features are planned to improve stormwater management in the area. Staff will track subsequent SWPPP submissions and permit clearance before construction begins.
