WPCA outlines FY2027 objectives, policy proposals and collections target

Sewer Superintendent Ted Donoghue and WPCA Chairman Chris Levesque presented the Water Pollution Control Authority's FY2026 accomplishments and the FY2027 budget priorities and proposed policy changes.
Donoghue said the two major projects in 2026 were repairs to a sludge tank related to an explosion and completion of a UV project. He described the current budget as effectively $36,000 under-budget after a $181,000 reduction in debt-service payments and other adjustments and said the WPCA renegotiated a significantly lower rate with Torrington.
Chairman Chris Levesque discussed proposed billing and policy changes: a move to water-usage-based billing for industrial and commercial properties, a policy for collection and enforcement of sewer user charges, capital outlay and project authorization procedures, and a fund balance and capital reserve policy. Levesque said FY2027 objectives include collection of $350,000 of outstanding sewer user charges, recruitment and retention of wastewater operators, and issuing an RFQ/P for a sanitary sewer evaluation study.
