DPW Director Raz Alexe said the Annex’s core structure is severely compromised and that renovating could be more expensive than constructing a new building; he estimated renovation at $26–33 million and demolition at $800,000–$900,000. First Selectman Denise Raap described a modular-unit proposal with six offices and a conference space that she said would cost about $21,000 to install, $4,100 per month to rent and $19,000 to remove, and that operating costs for the Annex are roughly three times those of the modular units.
Selectman Jeff Zullo suggested a phased capital plan, and Jodiann Tenney asked for an estimate for constructing a replacement Park & Recreation and Post Office building on the site. Board members noted zoning and site limitations identified by Bantam Planning & Zoning might constrain options. The board said the referendum format for any large capital proposal will need review by Town Counsel.
