Litchfield selectmen approve Wigwam Road contract, OK small transfers and hear multiple department updates

The Litchfield Board of Selectmen on June 2 approved a $959,804.20 contract to reconstruct Wigwam Road, voted to approve two tax refunds totaling $750.84 and authorized a $2,000 transfer to the Sandy Beach Commission to sustain operations through July.
First Selectman Denise Raap called the hybrid meeting to order at 5:32 p.m. and the board proceeded through routine business, including approval of the May 19 regular and special meeting minutes. Selectman Jeff Zullo moved the minutes and motions to approve tax refunds; motions carried unanimously.
DPW Director Raz Alexe recommended awarding the Wigwam Road reconstruction contract to the lowest bidder, Alibozak Construction, for drainage reconstruction over approximately 3,400 linear feet; the board voted to award the contract. The board also approved a fiscal-year transfer of $2,000 to Sandy Beach after commission chair Ed Ryle said the beach began the season with lower reserves than typical.
The board received presentations from the Water Pollution Control Authority on FY2026 accomplishments and FY2027 objectives, and an update from Region 20 officials on school fiscal matters. The meeting included discussion of the Bantam Annex building condition and options for modular office space, and a report on interlocal EMS staffing options. The board entered executive session at 7:53 p.m. to discuss DPW personnel and adjourned at 8:23 p.m.
Votes recorded at the meeting included motions to approve minutes, award the Wigwam Road contract, approve tax refunds and the Sandy Beach transfer; all recorded motions passed by unanimous vote.
